How GVMS (Goods Vehicle Movement Service) Works
GVMS was designed to keep freight moving at high-volume RoRo ports. Instead of a driver handing over multiple pieces of paper for the various shipments on their trailer, the Customs Broker or Freight Forwarder creates a digital envelope.
- The broker lodges all customs declarations into the GVMS system.
- The system generates a single barcode: the Goods Movement Reference (GMR).
- The driver presents the single GMR to the ferry operator. If the system flags the truck for an inspection during the crossing, the driver's phone is notified to proceed to an IBF upon disembarking.
Key UK Inland Border Facilities (IBFs)
Drivers must attend an IBF if instructed by Border Force, or if they need physical stamping of documents like ATA Carnets (for temporary exports/event logistics) or CITES permits.
| Facility Name | Location | Primary Function & Traffic |
|---|---|---|
| Sevington IBF | Ashford, Kent (M20) | The primary mega-facility for Eurotunnel and Port of Dover traffic. Handles standard checks, Carnets, and agriculture/SPS checks. |
| Holyhead IBF | Anglesey, Wales | Primary facility for goods moving to and from the Republic of Ireland (via Dublin ferries). |
| Stop 24 | Folkestone, Kent (M20) | Commercial facility operating as a customs clearance hub for short-strait RoRo traffic. |
The Risk of Not Being "Border Ready"
If a haulier arrives at a port without a valid GMR, they are turned away. This results in missed ferry crossings, spoiled perishable goods, and severe financial penalties. For logistics providers, robust customs communication is the difference between retaining a client and losing them to a competitor.
