The Quick Overview

Following Brexit, the UK implemented a new border operating model. Because "Roll-on/Roll-off" (RoRo) ports like Dover lack the physical space to hold trucks for customs inspections, the government built Inland Border Facilities (IBFs) miles away from the coast. Hauliers must use the GVMS (Goods Vehicle Movement Service) to pre-lodge documents; if selected for an inspection, the driver is directed to an IBF rather than stopping at the port.

How GVMS (Goods Vehicle Movement Service) Works

GVMS was designed to keep freight moving at high-volume RoRo ports. Instead of a driver handing over multiple pieces of paper for the various shipments on their trailer, the Customs Broker or Freight Forwarder creates a digital envelope.

  • The broker lodges all customs declarations into the GVMS system.
  • The system generates a single barcode: the Goods Movement Reference (GMR).
  • The driver presents the single GMR to the ferry operator. If the system flags the truck for an inspection during the crossing, the driver's phone is notified to proceed to an IBF upon disembarking.
